  • Sino mall owner arrested forfraud, document falsification

Barcia LEGAZPI CITY --- A Chinese national who owns commercial establishments in Legazpi City, namely, Yashano Mall and Hong Enterprises, was arrested on Monday, February 2, for alleged fraud, falsification of public documents, and violations of Philippine immigration laws. Police Lt. Col. Maria Luisa Calubaquib, spokesperson of the Police Regional Office 5 (PRO-5), said the suspect, identified only by his alias “Jong,” was apprehended by joint operatives of the Bureau of Immigration (BI), National Intelligence Coordinating Agency Region 5 (NICA-5), Armed Forces of the Philippines (AFP), Regional Intelligence Division, and the Legazpi City Police Station. The arrest was carried out along Terminal Road 1, beside Yashano Mall in Barangay 37-Bitano, Legazpi City, following the issuance of a Mission Order for multiple alleged violations, including possession of fraudulent documents and illegal claims to Philippine citizenship. Calubaquib said records show that the Chinese national has been residing in Legazpi City for about 24 years. He reportedly entered the Philippines in August 2002 under a Special Investor’s Resident Visa (SIRV) and was later granted a Special Resident Retiree’s Visa (SRRV) in 2009. “Investigations revealed that he falsely obtained a Philippine driver’s license by claiming Filipino nationality and used an invalid Tax Identification Number in registering a company with the Securities and Exchange Commission,” Calubaquib said. She added that these acts allegedly constitute violations of the Philippine Immigration Act of 1940, as amended, and the Revised Penal Code provisions on falsification of public documents. Under Operations Order No. SBM-2014-048, Section 3, authorities classified the suspect as an undesirable alien for allegedly posing risks to public interest, national security, public order, and public policy. Police Brig. Gen. Erosito N. Miranda, acting regional director of PRO-5, said the arrest forms part of the government’s intensified campaign against illegal residency and document fraud. “The Police Regional Office will continue to work closely with partner agencies to combat illegal residency and fraudulent document schemes. This operation reinforces our commitment to protecting national security and upholding the integrity of public documents,” Miranda said. He added that the police will sustain coordination with concerned agencies to ensure swift and transparent enforcement of immigration and related laws, in line with the PNP’s service thrust.

Barcia DARAGA, Albay --- Public Works and Highways Secretary Vince Dizon on Sunday said construction firms Sunwest, Inc. and Hi-Tone Construction have been blacklisted, resulting in the termination of their government projects nationwide, as he inspected the long-stalled flyover project in Barangay Malabog, Daraga town. Dizon said several projects in Albay province were left unfinished following issues linked to flood control projects, including the 700-meter viaduct along the Maharlika Highway, which was implemented by Hi-Tone Construction and later by Alpha & Omega General Contractor. The DPWH chief inspected the site together with Regional Development Council Chairman and Albay Governor Noel Ebriega Rosal, and newly installed DPWH Bicol Director Engr. Khadaffy D. Tanggol. During the inspection, Dizon expressed dissatisfaction over the prolonged delay of the project, which began in 2021 and remains incomplete. He criticized the “phase-by-phase” approach to construction, saying it contributed to the project’s delay. “Ang mentalidad niyo Phase 1, Phase 2, Phase 3… kaya wala kayong natatapos,” Dizon said. Asked about the firms involved, Dizon said Hi-Tone Construction and Alpha & Omega General Contractor implemented the project at different stages. He said their contracts have since been terminated following issues raised over flood control projects. Governor Rosal said the flyover has been controversial due to the absence of clear studies, lack of consultation with affected residents, and questions surrounding its intended use. “The flyover is far from Bicol International Airport. We don’t know the purpose of this project which has been stalled for years,” Rosal said. The unfinished structure has been dubbed the “Albay Stonehenge” by residents and online content creators. The project consists of four piers, seven girders, and one abutment. Citizen watchdog group Bantay Project Albay said the Malabog flyover has become a symbol of alleged waste of public funds, citing delays and incomplete implementation. Based on its review of DPWH transparency portals, the group said Phase 1 of the project started in 2021 with a contract cost of P44.66 million, while Phase 2, approved in 2022 at P40.23 million, was later terminated. Two additional contracts awarded in 2024 brought the total project cost to P242.74 million, excluding the terminated 2022 project, the group added. Bantay Project Albay cited right-of-way issues, lack of stakeholder consultation, and questions on project inclusion in local development plans as among the factors contributing to the delay. The group said it remains unclear whether the project will be completed or discontinued, and whether a flyover was the most appropriate infrastructure solution for the area.   • Successive NPA surrenders in Bicol signal positive response to government’s peace call

Macatangay LEGAZPI CITY --- A series of surrenders by members of the New People’s Army (NPA) was recorded in Bicol throughout January, signaling increasing support for the government’s localized peace initiatives. Two former members of the communist terrorist group voluntarily surrendered to the Local Peace Engagement Team (LPET) in Libmanan, Camarines Sur. Libmanan Mayor Edelson Marfil welcomed the surrenderees, together with the Department of the Interior and Local Government (DILG), the 9th Infantry Battalion of the Philippine Army, Charlie Company of the Regional Reserve Infantry Battalion (RRIBn), the 502nd Community Defense Center (CDC), the 5th Regional Community Defense Group (5RCDG), the Philippine National Police (PNP), and other local government agencies. One of the surrenderees, identified as “Ka Bruno,” said he could no longer endure the hardships of living in hiding and fighting for what he described as a cause with no clear direction. “Naranasan ko ang sobrang hirap sa buhay kan NPA kaya ako po ay boluntaryong nag surrender para magbagong buhay. Hinihikayat man ako kan mga aki ko na bumaba, mga pamilya ko. Sa panahon ng pagkilos ko halos sakripispyo ang nararamdaman ko- nakikipagpaban na mayon ng patutunguhan kaya nagkusa mag surrender para magbagong buhay,” ‘Ka Bruno’ said in an interview. The activity forms part of the government’s continuing localized peace engagement and whole-of-nation approach aimed at achieving lasting peace, order, and unity through collaboration among various sectors. Ka Bruno also appealed to his former comrades to surrender and take advantage of the government’s reintegration programs. “Doon po sa dati kong pag iriba na yaon pa ngunyan, nagkikilos pa, kung pwede na kamong sumuko na ta mayo man kitang patutunguhan, herak man kan satuyang buhay, kan pamilya ta, madisgrasya man sana kita. Nakikipaglaban kita na mayo man sanang padudumanan ang satuyang buhay. Mas magayon na sumuko na kamu, magbagong buhay, sumama na sa programa ng gobyerno,” he said in vernacular. The 9th Infantry Division Public Affairs Office or DPAO, led by Major Frank Roldan, confirmed that alias “Ka Lyka,” who is seven months pregnant, was a member of Squad 1, Platoon 2, Komiteng Larangang Guerilla 1 (KLG1), Sub-Regional Committee 2 (SRC2), under the Bicol Regional Party Committee (BRPC). On Jan. 27, three more NPA members surrendered to the 81st Infantry Battalion in Basud, Camarines Norte. In coordination with the 42nd Infantry Battalion and the PNP, authorities received the aliases “Ka Esme,” “Larry,” and “Alen,” all members of KLG2, SRC2 of the BRPC. “Ka Alen” admitted he had grown weary of living in hiding, while “Ka Esme” said unity and cooperation are more important than armed struggle. “Ang hirap na dinadanas ng sambayanang Pilipino ay hindi naman rason para lumaban sa gobyerno. Ang dapat pala dyan, tayo-tayo ay magtulungan. Kaya ang panawagan ko sa mga nagbabalak na ma re recruit pa ng NPA, napakahirap. Badong Naga City, Philippines --- The Ateneo de Naga University campus came alive with wonder, music, and youthful energy as it welcomed thousands of students, educators, and visitors during MARAHUYO: Ateneo Open House 2026, held from January 28 to 30, 2026. Organized by the Ateneo Student Ambassadors (ASA), the three-day event carried the theme “Enchanted by the Ateneo Experience” that offered participants an immersive glimpse into Atenean life, culture, and academic excellence. The first day opened with campus tours that guided visitors through the university’s facilities, followed by the College Booth Exhibit, which ran from January 28 to 29. In collaboration with various co-curricular organizations and university offices, the exhibit showcased the six colleges of Ateneo de Naga University: the College of Business and Accountancy, College of Computer Studies, College of Humanities and Social Sciences, College of Science, Engineering, and Architecture, College of Education, and the College of Nursing. Each booth highlighted academic programs, student initiatives, and opportunities that define the Ateneo learning experience. Excitement peaked in the afternoon with a lively gimmick parade led by the Ateneo de Naga University Band and the Ateneo Golden Cavalry Band, featuring the university’s diverse academic programs. The celebration continued at the University Gymnasium with the opening program which featured dynamic performances by Dulaang Agabaab, the University Choir, the Ateneo Dance Club, soloist Charmelle Badiola, and the BUCAL Cheerdance Competition Season 2 Grand Champion, the Ateneo Golden Cavalry. Beginning at 5:30 p.m., the Battle of the Bands featured finalist groups Going Concern, Live at Nine, KrisP, XY Chromosomes, and Linyang Siyete, with Linyang Siyete emerging as the grand champion. The night transitioned into a concert featuring performances by local artists MAHN, Karl Ramirez at ang Kilyab, Ched Valencia, social media personality Kween Yasmin, and rising Gen Z musician Eliza Maturan, closing the event on a celebratory note. MARAHUYO: Ateneo Open House 2026 is a proof and testament to Ateneo de Naga University’s commitment to forming competent, compassionate, and culturally engaged individuals that leave visitors truly enchanted by the Ateneo experience.
